How the World Bank Works With Partners

The World Bank doesn't operate alone. A large part of what it does runs through partnerships, with governments, foundations, private investors, and civil society, and three main financial arrangements make that possible: Trust Funds, Financial Intermediary Funds (FIFs), and Co-Financing.

Trust Funds are financing arrangements set up with contributions from one or more development partners, complementing the Bank's core funding from IBRD and IDA. In practice, they give donors a way to direct money toward specific priorities, whether that's climate response, fragile states, or emerging policy areas, while the Bank handles implementation, oversight, and reporting. They're also one of the few tools that work in fragile or conflict-affected contexts, where conventional lending doesn't fit.

Financial Intermediary Funds work differently. The Bank acts as trustee for large multilateral mechanisms, receiving, holding, investing, and transferring contributed funds when instructed by the FIF's governing body. These are the big-ticket global initiatives, the kind that need many countries and institutions to put money in the same pot.

Co-Financing lets funds flow directly from external partners to recipient countries, with World Bank and third-party resources deployed side by side through IBRD or IDA operations. It's a coordination tool more than anything, avoiding duplication and making sure money moves in the same direction.

The underlying logic across all three is straightforward: the scale of problems like poverty, climate change, and conflict outpaces what any single institution can handle. Partners benefit from the Bank's convening power, its technical expertise, its country presence, and its financial control framework. The Bank, in turn, gets access to resources and perspectives it wouldn't have otherwise.
